Windshield Wiper Pivot Arm Removal

Does anyone know how to properly remove the windshield wiper arm? I’ve been trying to use a two-leg puller as the service manual recommends, but it simply can’t get the leverage on the arm before the tool pops off its perch. It seems like there isn’t nearly enough clearance between the cowl and windshield wiper arm bolt to pull on the arm straight up and out.
