The burden of proof is on the individual to prove their modifications didn’t cause the issue. Because in the end the dealership will just refuse to work on your vehicle.
The MM Act was put in place in the early 70’s to protect one from not using factory replaced parts like fuel filters and spark plugs. It was never meant to protect one from making changes in the car’s computer to non specs. So the MM Act is useless here.
