I believe that issue can be solved by not tightening the through bolt through the frame before the bumper is on. Try this: 1. Loosely install all frame brackets. 2. Install bumper 3. Tighten bolts going through factory holes on frame plate. 4. Tighten top two bolts. (Not all the way) 5...
