If the motivation is to punish what they consider to be carbon-inappropriate behavior, don’t they see that the resulting the repairs will generate a lot more carbon? I guess critical thinking might be asking too much…

I agree on the bumps. My comparison is a JTW. I was surprised at what came through the suspension but I suspect the steering wheel was easier to keep under control the a JTW.
