Thanks. I figured it out. I had the bottom bolts too tight. Once I loosened them the latches stayed closed. Directions could use a few word or a QR code to a detailed install video (found a few really good ones online).

I actually spoke too soon. Since this isn’t my daily driver, I didn’t notice that when I shut the tailgate it comes undone. I loosened the bolts and it still does not stay latched. What are some options before I choose to return it? @BA OffRoad
