I'm not 100% familiar with the black diamond but I'm assuming that it's just "base" height? If so the SAS suspension is roughly 1-1.5" over base.
The limiting factor is really the upper control arm. Once you start going much above fastory SAS height you start to run out of camber adjustment on...
I bought a 25 Big Bend with 3,500 miles on it from a private owner for 38K. Has the black appearance package, mid package, ect. I thought I did pretty good.
So I'll start this by saying I'm not 100% sure Forscan is the problem here but I wanted to see if anyone else has run into this.
I can't get my manual mode shifting to work.
What makes me think it may be Forscan related is the fact that it half works in some goat modes and doesn't work at all...

The PA inspection thing is easy to get around as long as the cops in your area don't enforce it.
You can hot glue a small rubber flap to the inside of the flare that sticks out an extra inch to cover the tire.
Just pull it off once you get home from the inspection.
I would patch it from the inside and not think twice about it.
I understand it's good practice and there's a potential for failure but I've run them like that before without issue.
Hell I had a hole so big(not in the sidewall) it took 3 rope plugs to seal and I never had a single issue with it.
