It just pulls off (not necessarily easily) without removing the bumper. Since I don't have ACC, I used that spot on my BD modular bumper to mount my flat tow connections.

The bumpers are really soft and I found that I had to compress the bumpers quite a bit to get the flutter to stop. For me, just trial and error. It didn't affect the hood height on mine.
