Is this a rust pocket or dried paint bubbles?

Rough Country Tow Hook Brackets installed

Small Defect
Picked up our Bronco today. Noticed a small chip on steering wheel. Anyone else have anything similar? Anyone better at researching than me know if that plastic trim can be replaced or is steering wheel all one piece?
