    Windshields usually fall under a comprehensive claim in CA, unless someone has a specific policy I'm unaware of. Progressive will fix cracks under 6" for free, but anything more requires a claim.

    I have Progressive and they cut me a check for the difference I paid out of pocket until I hit my deductible. I just emailed them proof of service and payment, then waited ~2 weeks for the check.
