Since you are in TX, I’d lean towards it being a cattle dog breed, rather than a rare for the area, european Dutch shepherd. Maybe a Catahoula or Australian cattle dog type of mix.

I have rubber gaskets (isolators) between shackle and metal. No rattle and no free swinging. It’s a little extra support. Gotta keep them perky.
