I heard about them supposed to be banned.. have a few friends that have them...I have a pair of baofungs though not this model. They are cheap and supposed to be banned due to the wide spectrum they operate on Was my understanding. Having said that they are reliable and cheap so I keep them and use them.
A buddy put me onto these as a cheap alternative until I eventually hardwire a Midland. They can be had for cheaper on Amazon and they work great. However, as another poster mentioned, they require programming on the Chirp app. Mine came with the USB to do this, so no need for an extra cable for setup. Like others have mentioned, these can be programmed to allow you to access channels that are illegal to transmit on, e.g., police dispatch. That said, be smart about how you use these.
