There's an error in your logic.

If you need to be at work by 7:00 and you show up at 7:00:59, that is the correct analogy which also supports the September 30th comment. Your rebuttal would be akin to missing the month, but days are a more precise measurement as seconds are to minutes.

That’s amongst the worst reasoning I’ve ever read. And no, 7:00:59 would not be on time. You’d be 59 seconds late.
