And how many millions / billions of cellphones can be geolocated on any given day? Even with GPS off you still connect to towers and routers. Id worry much more about my phone than my car.

While it sucks, for the average person its mostly unavoidable living in the modern world. Only good legislation can limit overreach.

Also the telemetry and whatnot is tied into the mid package. That's why you cant use the off road trail functions without the mid package.
