Not sure if this helps with a better understanding for FLEET averages, but the lineup is pretty tight for Ford with the GVWR and fuel economy. I'm sure they are trying to squeeze as much out as they can. I'd expect to see more of the options to be dealer installed only to help improve this average.

This also touches on the absolute absurdity that is CAFE to begin with.

Why are vehicles so massively large these days? Footprint. Make your vehicle bigger and you can be less efficient.

The cheapest way to hit CAFE requirements without buying Tesla's vaporware "credits" is to simply make your vehicle larger. Tailpipe emissions don't matter with this footprint, just MPG.

There's not going to be a "factory" 2" lift. At most it will be a DIO. Only the super secret special people at Ford have access to the DIO list beyond what's in the B&P currently.

Also, it's probably not going to be DIO. A 2" lift will probably be a Ford Performance part that you'll have to buy after the fact.
I'm betting a lot of people are misinterpreting or incorrectly recalling this article about 2" leveling kits.

With the sudden influx of car-frame based CUV's, you can no longer take a generation as the primary indicator of vehicle size growth, as sales play a factor in CAFE. This is most likely why Ford has abandoned all car car manufacturing, they have determined it's cheaper to meet CAFE through size bloat than through engineering efficiency into their models.

Prior to the unexpected single-generation switch to SUV's, and to a much smaller degree prior to accelerating model MPG requirements, then yes.

Still, it's drastically cheaper to take that Focus which can't hit 2025 CAFE standards, lift it 1.5", stretch the wheelbase 1", tart it up with some "off road" cladding, and BOOM, you just transitioned it to a CAFE compliant SUV without requiring any real engineering effort and minimalistic cost.

Studies by the University of New Hampshire give statistical evidence towards vehicle growth due to CAFE standards.

CAFE chart, notice how a subcompact SUV has a massive 10mpg drop compared to a subcompact car. So just turn all your subcompacts into SUV's and be merry.
