Which basically makes me assume that my dealership will give the max $1000 rewards to their employee's and friends who have reserved Bronco's but give everyone else jack shit.

Sounds like they have to link the purchase to the customer and provide proof. It wouldn't be hard for Ford to reach out to customers to confirm receipt to ensure dealerships are being honest on this by having that requirement. And I would suspect they will do some random sampling of submitted claims to keep dealerships on their toes.

So I “99” status my order because Ford can’t get their shit together on options announced at launch (painted top). They continue to fuck these things up, push things further back but I’m not eligible for their little “program” because I was willing to work with them to get what I want after they figure things out.

I’ve been pretty understanding through all of this, but this is probably the first time I’ve been actually pissed.

Money talks…..drop the shenanigans and take care of your customers with actual reduction in vehicle cost as a way of saying “ we screwed up big time and we sincerely apologize”.

Ford is "taking care of their customers " - the dealerships are their customers. If this isn't clear to you at this point, all that will befall upon you, is on you for not seeing which is obvious.
