So the zone and rough country 1” level kits are spilt on the top and bottom of the coilover. Has anyone only done half of the level kit? So 1/2 inch upfront.

I have the RC 1" level sitting at home (no build date yet).
The included parts are:
(2) 1/4" = 0.25 bottom spacers
(4) 3/16 = 0.19 top spacers
Some bolts for the base of the shocks
The front end suspension ratio taken from my screen measurements is about 0.68 / 1.47. That is to say, one unit motion at the shock generates 1.47 units of motion at the wheel, or one unit of motion at the wheel generates 0.68 units of motion at the shock.
Therefore, the answer to your question is NO you can't do a 0.5 inch lift. But, you do have a lot of options!
Option 1) 1 top spacer only = 0.19 x 1.47 = 0.28 inch front lift
Option 2) 1 bottom spacer only = 0.25 x 1.47 = 0.37 inch front lift
Option 3) 2 top spacers only = 0.38 x 1.47 = 0.56 inch front lift
Option 4) 1 bottom and 1 top only = 0.44 x 1.47 = 0.65 inch front lift
Option 5) Full set (1 bottom + 2 tops) = 0.62 x 1.47 = 0.91 inch front lift
It is interesting to note that it is not a full 1 inch lift. From the pictures that I have seen, the full RC set (0.91 inches) brings the truck fully level. If you want a little less, choose Option 3 or 4. In my opinion Options 1 and 2 would be too subtle to be worth the time.
