I could take the liberties to describe all non-war-zone and non-city land masses under the Roman empire as "parks" compared to US modern usage they would be the same.If we are going to take liberties with the definition of 'National Park' (which wasn't used to describe Bogd Khan Uul in 1783 then you could make a case for the Tobago Forest Reserve being the oldest.
Yellowstone fits better on a sticker than both of those!!!!
Won't go into how many parks Netherlands has compared to US when adjusting for landmass. Lets just say, Netherlands sets a lot of land aside for public use and relaxation.
