The dealer may not be intentionally screwing him, and with a Sep reservation it likely doesn't matter at this point, but this dealer is either intentionally misleading him or ignorant about the process.

And while I know it's frustrating to see the same question asked, everyone comes here for the first time at some point...

Actually, it might be built if the dealer used their golden bullet (priority build) on it, but they only get one of those typically, and I would be surprised if they hadn't already used that for a high profile customer already.

what does a priority code of 10 mean?

That's a good PC code, means if parts are available your order could be scheduled for production. Baring res date, allocation etc, etc.
