They could easily do this by trim level.
I have an 03 Mercury Marauder, and after having someone look in OASIS back in the day, they got me the printout showing mine by VIN was #379 of the 389 300B ones produced in 2003. I have a friend who is ready to mill a custom "First Edition #x of 7000" plaque to mine even if Ford doesn't make them.
