Here's a Wikipedia explanation of why it is not going to change.
The Environmental Protection Agency (EPA) currently offers gas mileage rating incentives to all car manufacturers who force their auto stop-start systems to switch back on. If the system is “non-latching” — in other words, it doesn’t stay off after you switch off the car — the EPA only calculates fuel economy figures when the system is engaged. If the car manufacturer allows the system to be permanently defeated, then the EPA tests the fuel economy with the system both on and off. After that, the EPA averages the two fuel economy figures. Since that number will always be lower than it will with the system engaged, car manufacturers choose to switch it back on when you start the car again.

Where is the chip or switch for it to physically remove it?
Parents range rovers had a physical plug in the trunk for example. You just remove a panel and pop it out, no more ASS

It's probably doing something to nudge Ford's overall CAFE numbers, which even a very small amount over a large number of vehicles can help them. On the other hand it's aggravating for some customers and might not do much when all costs are considered.
I'm probably going to bite the bullet and spend the $100 to get the deactivation device, even though I shouldn't have to do that.

I know everyone loves to mistrust the government, but if it changes the fuel economy ratings determined by the EPA, it clearly does help with fuel economy.

I can't see all that stoping and starting being good for the engine and all the other components that go into starting a vehicle. No matter how much they say they compensate for that. I'm sorry I will never agree with this, and also like you said no I don't trust the government

...forcing the mfr to include a bigger and more expensive battery, not to mention a beefier and more expensive starter...all of which will need replaced more often at greater expense to the owner.
This is just theater, kicking costs down the road to the owner.
Here's an idea: let's study the financial cost and environmental effect of using less gas day to day thanks to ASS (frankly, something I dispute) against the financial and environmental costs of the bigger batteries, not to mention the increased materials in the starters to make the able to handle the constant ASS use.
You'll never get a politician to understand any of that.
