If you're referencing something on Twitter, proper grammar and rigidly defined meanings of individual words go out the window. That site explicitly encourages you to minimize character counts and sacrifice any precision in your meaning on the altar of brevity.
That tweet always meant we should expect (or dare I say hope) to get the B&P sometime this month. The word "by" and its meaning notwithstanding. Let it go.

This is exactly what I'm trying to say!!!
Mike made a promise.
It got missed.

OH WELL!!!

Now let's all go sit on the porch, drink beers and watch a few more deadlines fly by.

The Bronco has thousands of parts, and little of it has been made before.

That's how these human endeavors go.

Straight from the online standard Cambridge Dictionary:

---------------------
By is a preposition or an adverb.

By and time
We use by meaning ‘not later than’ to refer to arrangements and deadlines:
They said that the plumber would be here by Monday.
Good example. By Monday means on Monday. And that includes anytime on Monday unless a designated time is specified. Not Sunday night at 11:59:59 pm or midnight of Monday morning. Did I get that right?

I think where Ford is failing right now is the lead time from announcements to delivery. The bronco, mach e, tremor superduty. Its great until you cant get one. Meanwhile TRX announced and will be delivered this year. So will wrangler 4xe.
They could close the gap by announcing later, but choose not too.
Our TRX is still in D status, has a VIN so it is likely to be delivered this year...

Dont ask it is a SOLD order

However Chrysler has not qualms about just getting them out the door for any model...
