I mean sometimes when TV shows have horrible audio mixing ( music over quiet dialog followed by ridiculously loud explosions) I'll turn CC on just to be able to catch what was going on.
I could see needing that for a poorly recorded audiobook or if you're trying to listen in a noisy place and your headphones aren't cutting it.

I've not seen the ad in question but do see the irony in it.
Speaking as someone that does digital marketing and ecommerce for a living, we always assume that most of the people that see our ads or product videos will have the sound muted so we design everything to make sense whether you can hear the voice over or not. Might be what was going on here.
