No its price protected for standard equipment. Mod bumper is no longer standard and it was never meant to be standard but it was because there were supply issues with the other. Price protection is for standard equipment. You can thing what you want or what it should be, but thats what ford has said will be price protected. Sorry for your luck.
If you read the article I linked in my response it would answer if it's steel or not

I wasn't asking if they where both steel, I was asking if they where both modular and winch capable. You would know that if you read my comment instead of just reacting. And Ford did say if you want the MOD bumper it would not cost you any extra cash the price protection amount will cover the cost. That was figured in with the price protection amount BL two door $975 take the cash, credit or bumper it's up to you.

Yeah I figured that out after reading all the post, I'm thinking of sticking with the capable bumper for the lights and going aftermarket when I'm ready for a winch

Now I am really confused. I looked through several threads, and I am pretty sure someone posted that the capable bumper could support a winch.

If they are both steel, both can support a winch and other things, and both come with bash plates, what is the difference?

I know the capable has fog lights, is that the only difference? Does it just come down to fog lights and looks? Thanks!

That it can support a winch was speculation. Bronco Nation says no.

Capable: steel, d-rings, fog lights
HD: steel, shackle mounts, mounting points (for lights, bull bar, etc.), removable endcaps, winch-capable

All of the pics I have seen for the capable bumper, there are no Bronco bolts. Maybe it will come with a drill bit, if its steel drill away.

You insinuate that Ford put out false information and then changed it. How could that be! Say it isn't so.
