Yeah typically they won't force a recall unless it is a safety issue.

You could argue that having your engine shut off at highway speeds is a safety issue, but realistically speaking you should be able to safely come to a stop if that were to happen. So I'm not sure if this crosses the line for a recall.
Not all the failures are occurring on highways. Even if they were, that would be bad enough.

Imagine having your engine suddenly die off-highway, when nearing the top of a gnarly hill-climb... :eek:
