Often when I shift into 4lo, I hear a bad bapbapbapbapbap sound of something spinning but not fully engaged. Then I get an error msg saying 4x4 shift delayed, pull forward. So I put it in drive, move up a foot, try again and it usually works.

Normal? Terrible?

It's certainly embarrassing sounding at a minimum.

Yes and no
Something is not lined up in transfer case. If it is doing it repeatedly don't put it in low and take it to dealer.

Are you stopped when hitting the 4 lo button, or are you coasting?

I come to a complete stop, put it in neutral, hit the 4 lo button while foot on brake and then let off brake if it asks to pull forward.

Just be completely stopped when engaging 4 lo. If asked to drive forward, you only need to move inches to get the 4 lo engage.
