Right. They are missing two brackets, one on each side. I’ve circled them in the picture below.

I believe you can buy just the brackets from Ford. Please confirm but I believe OEM bracket part numbers are M2DZ-54200B38-A and M2DZ-54200B39-A. you would need 1 of each

Now, if you were swapping out hoop steps, then you wouldn’t need new brackets cause you could just use the ones that came with those. Which I believe are the same.
