Roof rack ? attachment only for lock and load

So is $1K + only fo rhte attachment for your own Lock and Load ? It looks like the Lock and Load rack is not included - this is only the attachment - what am I missing here ? This says it is perimeter rails ?

Not well written but I read it as the rails and platform "Each kit includes... and inner slats on the platform."

I really think it is just the attachment points. It talks about the rails and stuff that mount on to rack. The beginning also says to increase the utility of "your" rack.

Does not make sense for attachment points for a rack that is designed to fit on a roof rack to be over 1K.
