Can someone explain what this is trying to fix or allow that is currently broken or not allowed?

Best explanation I've seen is below:

The RPM Act reverses the EPA’s interpretation that the Clean Air Act prohibits a motor vehicle designed for street use—including a car, truck, or motorcycle—to be converted into a dedicated racecar. This American tradition was unquestioned from 1970 until 2015 when the EPA took the position that converted vehicles must remain emissions-compliant, even though they are no longer driven on public streets or highways.

Thanks, that explains a lot. I figure I couldn't be the only one who didn't know about it, so it's good for an explanation to be posted once rather than everyone have to each go searching.

To my understanding it would limit state and local authorities from cracking down on anything from performance parts, to lights, and even sound. My home track Kil-Kare Speedway and Dragway has been dealing with sound ordinances from nearby Xeina Ohio for years. At one point that had to shut down at 10 pm because of the noise. I suspect most of the complaints were from wealthy suburbanites who moved out of the city into new developments closer to the track. I remember as a kid being out there till well after midnight. Now its all over pretty quick.

My guess, the current political make up of the House will not allow this Act to pass. There is no way they will "protect" people's rights to thwart the EPA. Even if it gets through Congress, there's no way Biden is signing it.

Nevertheless, I signed it. Good luck!
