See a lot of these on test vehicles in the Detroit area. It will hold cables run through the window or door frame to measure sound in this case the rear wheel area, inside is usually loaded with laptops and other measuring devices

Forgive me if I've missed someone replying with this, but looks an awful lot like a mounting point for a test sensor (likely measuring ambient air).

I see a lot of these on vehicles undergoing emissions and drivability calibration...for instance, here's one on a Mustang.
