I find this offensive to the first amendment and similar to a cracked phone (courts upheld that you can crack your phone).
It's up to you to make fit your property for the standards. It is within their authority to certify the emissions, not the ECU. If it passes the smog check, then who cares?

This rule, to me, is a power grab by the state.

It's super easy (2-3 minutes) to flash back to the stock tune. Then flash back once you're done.
