I don't think they really need to address that separately in a doors off bill, It's already a federal requirement to have at least 2 mirrors, and almost certainly addressed in the PA state Inspection program.

Technically legal in 60 days. Was posted last week in the PA section that all it needed was the Govs signature.

Well, yeah, because the law didn't go into effect until 9/13/24

BTW, I posted in a thread here the letter my mechanic showed me at inspection, but technically the doors need to be on for inspection. Also note that this applies only to vehicles that have doors designed to be removed, sorry XJ owners
