I went and spoke to the sales manager at the dealership that my reservation is with and asked them about a deal below invoice. He said he couldn’t so I asked about X-Plan and he said if Ford offers it they will honor the Plan, no more, no less.

Is X-Plan a done deal on the Bronco, minus the FE, or not or is it up to the individual dealership to decide?

yes and no. It has been confirmed by Ford (Mike Levine) that x-plan will be available on the Bronco. However, it is up to each individual dealership to decide if they want to offer it or not.
