@TLO, I can’t speak to your specific situation but mine had what I’ll call a saddle on the back side of the frame horn that holds the nuts for the three long bolts which hold the bumper on. That saddle hangs over the frame and is held in place via a welded stud on the frame horn with plastic nut. That saddle has to come out and is discarded before you can mount the LOD brackets. I have the mod bumper and there was no way the LOD brackets were going in w/o removing the bumper. When the bumper goes back on, you use the original bolts but the nuts and washers provided with the kit. That alone makes things more difficult.
