I've seen speculation that it won't be centered on the bumper, but will be under either headlight, ala European-style. Haven't seen anything official though.

I would leave the plate off of the vehicle until I got it home and studied the esthetics. Do some mockups, spend some time looking at it dead center and of to one side or the other. I certainly wouldn't be drilling unnecessary holes for that thing.
