EBB stands for Electronic Brake Boost as opposed to vacuum assist brake boost.
This caused lots of problems for us with the 2..7 V6. There are lots of threads about this.
I have a 2021 OBX 2.7 V6 that I tow, I do not remove the fuses.
With the "Software fix" that Ford put out serval years ago the brake boost goes to sleep as soon as you go into neutral tow mode. That's why you get the warnings when you go into and out of neutral tow mode.
I keep the key fob in my pocket while I'm doing the hook up. That way if I walk away with the ignition on the horn will honk a couple of times. Only did it one time way back in the begining.
I towed ours serval times before i putting the LOD brackets on . In fact the LOD brackets were not around when the 6G Bronco's first came out.
Be sure the safety cables are attached to the frame not to the brackets!!
On my 2021 OBX 2.7 the Bronco brake lights are disabled with I put into Tow mode and there is not a electrical connection between the brake/turn signal lamps like in the old days.

Now the brake signal goes to the computer then to the brake lights.
They updated the HTML online manual but not the pdf manual.
That was the original fix before they came up with the software fix.
Sounds like they are saying the software fix is not working, should be something there we could use to fight the warranty claims.
Update: Just remembered the fuse...
