Highway driving is less likely to be affected by Eco mode than city driving, as changing shift points and throttle mapping isn't going to change the amount of gas it takes to maintain highway driving speeds. Eco mode should impact things the most when you are changing speeds frequently.

Its in the category "Off-Road SUV" so its probably only being compared to Wranglers and maybe 4Runners. Its gas mileage is competitive there (better than 4runner, worse than Wrangler, but not by a lot), and its expected depreciation is probably winning out.
