National Park Services Badlands Roof Rack Platform

Anyone have any knowledge on how this roof rack platform is attached to the hardtop? There is no roof rack visible.

It looks like they YOLO'd and attached it directly to the hard-top.

Doesn't appear you can remove any of the panels.
