According to Legend it's been over a month since they've built any. I don't remember exactly how long it's been, but most of what these recent sightings are catching have been built for quite a while now.

Its because they make 3 or 4 different m9dels in that one factory. They rotate assembly line set ups. Retool, run a batch of X. Retool, run a batch of Y. Retool, run a batch of Z. Repeat.
