Should dealer submit your order even with late availability items?

I got the following text from my dealer, even if the black painted hard top is a late availability item shouldn’t they submit my order and let the cards lay where they fall? I don’t want the MIC as they mentioned. Thought?

“Hey Scott. I can’t get the black painted hard top until later in the year and it will push your order back to 2022. The top you can add is the molded in color top and you can purchase the black painted hard top as an accessory when it becomes available. Let me know if this is okay and I can fulfill the order.”

Update: I talked to the dealership late this afternoon and sales guy said he was told they couldn’t order the painted black top.
I questioned this as many have already been ordered with a black hardtop, so he said he would get back to me in the morning.
I just checked my email and seen they submitted my order without the black painted hard top.... ???
Taking a trip to the dealership first thing tomorrow.
