I just found this out recently...
The PA Game Commission opens up seasonal roads during hunting season. Roads typically open 2 weeks before archery and close after muzzle loader.

TBH, I wouldn't drive the roads during any rifle season but Archery should be OK.

I spoke with a buddy of mine who is a game warden. He told me I'm good to drive on the roads but don't go onto anything that looks like a quad or atv trail or try to make my own trail. That would be a hefty fine.

In general, they are similar to a fire road, but every now and then, I've come across legal trails with a little bit of challenge.
