I'm trying to wrap my head around the tailgate in that picture...

The spare tire carrier is completely gone, along with CHMSL, and the grommet for the wiring... but the spare tire bumpers are still there?

But no spare delete kit, or license plate relocate kit.

I mean, I guess the emphasis is on the rear bumper there, but all I can see is a tailgate crying for attention. Especially with that wrap. It's like a BBL went wrong.

It does, but you need to mount it somewhere. For a business that designs and builds bumpers, it seems like a simple task to include a proper plate mounting option. Preferably a style that doesn’t require removing the plate to get at your spare tire. I’m not nit picking Hooke Road. They sell good products at a reasonable price point. I like the overall design of the bumper but a design to delete the recovery points in favor of a plate mounting option leaves the factory recovery points as an option.

The license plate relocation doesn't bother me one bit. At that price point and with Hooke's reputation, it's a solid offering. Especially for guys like me who are late to the Bronco party and just want something other than a base bumper.
