Years ago there was a old abounded basin in elk mills cecil county, was not to far from the drag strip, pretty sure its been developed. Your best bet is Schuylkill County, pa all the "free at you own risk" spots have been blocked off or developed.

I may remember that place in CC, rode quads there, can’t think of the name… then there was the Pig Farm near Pennsville…

Rausch Creek and AOAA are both a little over 2 hours from Baltimore. Both are great but AOAA is considerably cheaper.

There’s a state park close to the WV border which is close to 3 hours away. ( I have not been there, I believe it’s called Wolf Den run)

and I believe there is one opening up near the eastern shore this year.
