I want an M/T. Tread on A/T are nowhere near aggressive enough for me. They are also an E rating in a 37/12.5 and only 4 lbs lighter than the Coopers which are D rated

Just looked it up. Stock wheel width is 8.5 inches. Generally 9 inches or more is recommended for a 13.5." So you can jam a 13.5" on the stock wheel but a lot of shops would probably refuse to mount it (plus it may not quite look right).
discount tire strictly follows manufacturers guidelines on recommended wheel width. Most of the tires in this thread (13.5 wide) are listed at 8.5“-12.0” or 8.5”-12.5” width wheels.

stock Raptor wheel is 8.5” so they will mount them And there should be no problem. You will likely need to run lower pressures to prevent crowning (high center wear) and for a better ride on the higher load rated tires

I checked this out. Toyo and Nitto say 9" minimum strangely enough, but Mickey Thompson goes 8.5."

Seems like you must be really borderline.

Coopers in both 12.5 and 13.5 wide say 8.5 - 11

I'm not a tire expert by any means. I quoted Discount Tire's website which is what their technicians read from as well- I have run into this before with them and had to get them to measure my rims on another vehicle.

You are correct Nitto's website does show 9" for the 38x13.5R17. Where Toyo and other show 8.5" for their 37X13.5R17 as well as 38x13.5R17 (Milestar, Falken). In regards to 'borderline', I guess that is subjective. I have seen 12.5 wide tires on 7" wide wheels as well as 14" wide wheels and they worked without issue- just because you can doesn't mean you should. If the tire experts say its OK, I have to rely on them and their desire to limit their liability.
