Intercooler vanes/flaps??

I’m sure it’s been explained before. Sorry if it’s a repeat??
How do and when do they work?
As in when are they open or when are they closed? What is the parked Normal position? Thanks to all!

I could be wrong, but the way I understand it is that they are normally open unless the ambient air temp is below a certain threshold, then they close to allow the engine to get to operating temp faster.
