Anyone replaced plastic bumper with modular?

I just spoke to my dealer and they said that they are unsure of the procedure to to replace the plastic bumper with a modular. They said the catalog shows the modular bumber costing around $780 but they are confused by the other necessary parts. For example, they said that it requires over 200 bolts that each cost $18. Sounds to me like they are incredibly confused. Anybody have any insight into this?
