Fixed! Borrowed an activation tool and Youtube to the rescue. Calling Ford Performance to have a tool sent out. Thank you all.

Any special steps/sequence to use the activation tool? Or is it self-explanatory?

You have to get the vehicle into the correct mode which is a sequence of brake pedal application and ignition on/off. Youtube explained it very well. From there it was just a matter of using the tool at each wheel starting with the left front.

Appreciate it. Not sure why these TPMS sensors are different than OEM. So long as everything works, it doesn't matter. I presume the sensor on the spare remains "asleep" and when a rotation is performed that the entire process needs repeating.

I did leave the spare "asleep". I will activate it on the next rotation.
