St. Thomas is in the U.S., not an export market, and there is no difference in destination charge, no different than Hawaii or Alaska. The charge is an arbitrary number anyway although in theory “equalized” regardless if sold in the lower 48, Alaska, Hawaii, PR, Guam or USVI.The dealer I know in St Thomas got an allocation that was more than the dealer I ordered from (20+ in MY21). And he is way smaller volume. I don't know how they calculated export allocations but it's much different than USA dealers.
For the part about shipping, I believe the standard Ford destination fee gets the truck to the shipping port. To get from there to whatever island is additional. Dunno who pays it or how it's priced into the truck but it's not getting to the virgin islands for the $1495 on the window sticker.
