Does anyone know if the Off Rodeo is transferable?

The OR voucher is tied to the VIN. The owner/registrant of the VIN is entitled to the voucher. The voucher can be transferred to an immediate family member who resides at the same address. You'll have to call the OR customer service to assist as there is no mechanism on the website to handle the request. The transfer needs to be done before attending the OR. (i.e. don't register yourself and just show up expecting the staff to handle the transition).Does anyone know if the Off Rodeo is transferable?
