It's a cover for the bolts that hold the front of the console. Look at the red arrows in @flip 's picture.

As already mentioned. It's a bolt cover to the front of the center console. Driver side

I've had that part floating around my console since day one of picking it up, good to know what is finally.

There’s one at the back, too. Slide your seat all the way forward. Both sides.
