I would say 13 hours is alot. However I am assuming you will be getting the tires mounted balanced and aligned. Probably 4 hours in that quote just from that.

Have you tried calling around to any local shops or other dealerships? I would try to stay with an authorized dealer so you can retain your warranty. However this is going to be more expensive.

$192/hr.? Wow, that's pretty spicy. Wheels and tires, 2.0 if road force balance and indexing all 5, 6.0 max to swap out strut assemblies and perform an alignment.

$520 with alignment in Portland OR. They removed all 4 shocks, replaced the springs on all 4, reinstalled and aligned

Supplying your own parts is a problem they don't make any money on the parts and if there's a problem with the parts that is going to cost you more.

13 hours and $2500 is outrageous especially with a lift and air tools. If you have the knowledge and basic hand tools you can do the lift in a driveway and save yourself the money. It’s pretty easy. I just did a leveling kit in the driveway in about 2.5 hours. They should b able to do the whole thing in 4 hours no problem and mounting and balancing is an hour tops. To me 6 hours of labor is appropriate. I’d find another place if you don’t have a way to do it yourself.

Just to replace the shocks I would say 6-8 hours is fair. Have a tire shop take care of the wheel swap for you. The person with the 4WP quote above got a heck of great deal that shouldn't be the norm.
